Shell Broadwater's theoretical $300 "savings" was pure fiction.&lt;br /&gt;&lt;br /&gt;Figures released Thursday by the U.S. Energy Information Administration revealed imports in the first quarter of 2008 were less than half the volume compared with a year ago. This year's discovery of as much as 500 trillion cubic feet of natural gas in the "super giant" Pennsylvania Marcellus field, 90 miles from New York City (&lt;a href="http://online.wsj.com/article/SB120709326316581793.html"&gt;Wall Street Journal 4/3/2008&lt;/a&gt;).  is a reminder that we don't need imported gas from Libya, Qatar and Malaysia. In fact New Yorkers are very lucky to have a choice: A) make do with the gas we have (we have a lot), or B) start a dependency on imported natural gas from Shell Broadwater. &lt;br /&gt;&lt;br /&gt;Choice "A" stands out because embedded in the commitment to work with abundant domestic resources, is the responsibility to conserve. Just as New York City's water consumption is constrained by tangible factors like water levels in New York State reservoirs, energy consumption could be defined by tangible factors like gas levels in the Marcellus field in Pennsylvania. We don't import tankers of water, why import tankers of natural gas? In the 1980's Mayor Ed Koch got water conservation rolling by famously telling New Yorkers to pee twice and flush once and "shower with a friend." &lt;br /&gt;&lt;br /&gt;Twenty years later, Mayor Bloomberg is taking important steps to make New York City "greener;" at the same time it's an open secret his administration backs Shell Broadwater's plan to abandon domestic natural gas in favor of "diversified" foreign supplies. This back room dealing stifles open debate and contradicts the mayor's vigorous and courageous sponsorship of environmental initiatives like congestion pricing. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Congestion Pricing Shell Broadwater Contradiction&lt;/strong&gt;&lt;br /&gt;Congestion pricing trades cost &amp; convenience for environmental benefits. Shell Broadwater trades environmental harm for (uncertain) savings &amp; convenience. It's an embarrassing contradiction which helps explain why the mayor is absent in the Shell Broadwater debate. (NYSE: GS) announced that it has agreed to acquire for $456 million in cash El Paso Corporation's (NYSE: EP) interests in East Coast Power L.L.C., which owns the Linden cogeneration facility located in Linden, New Jersey. Approximately $600 million of non-recourse, project-level debt will remain outstanding at East Coast Power L.L.C. and its subsidiaries following the transaction closing. The transaction is subject to regulatory approval and is expected to close within three months.&lt;br /&gt;&lt;br /&gt;"We are pleased to re-enter the power generation market, especially with assets of this quality," said Richard Ruzika, co-head of Global Commodities at Goldman Sachs. "As we found in our joint venture with Constellation Energy, owning generation assets enhances our power-trading capabilities and opportunities."&lt;br /&gt;&lt;br /&gt;The gas-fired, 940-megawatt Linden cogeneration facility is directly adjacent to Staten Island. &lt;strong&gt;Approximately 80% of power produced by the facility is sold into the New York City market&lt;/strong&gt;, with the remainder sold to the New Jerseymarket. NY Times March 31, 2008&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Here is our position on Broadwater, the quarter-mile-long floating energy barge in Long Island Sound that could supply New York and Connecticut with a billion cubic feet of natural gas a day — provided it wins regulatory approval, is built as planned and doesn’t get blown up by terrorists or sunk by market forces:&lt;br /&gt;&lt;br /&gt;Let’s not.&lt;br /&gt;&lt;br /&gt;It is not necessarily the most obvious call. But the benefit that Broadwater promises — convenient satisfaction of the region’s ravening energy appetite — is overcome by more pressing long-range concerns, like finally curbing the addiction to fossil fuels and preventing another industrial incursion into Long Island Sound.&lt;br /&gt;&lt;br /&gt;Despite having been instantly and nearly unanimously condemned by public officials and environmentalists on both sides of the Sound, Broadwater has passed several tests since it was introduced in 2004. It is now up to New York State to determine whether the project meets environmental standards under the Coastal Zone Management Act and the Clean Water Act.&lt;br /&gt;&lt;br /&gt;New York regulators and Gov. David Paterson may be the last hope for scuttling the project, although officials in Connecticut have promised federal lawsuits, too, if that is what it takes. The battle will certainly go on for a while. Anti-Broadwater activists have expressed serious doubts about whether the federal review of environmental impact was thorough enough. They have also raised credible doubts that the market will even support this huge commitment to new infrastructure.&lt;br /&gt;&lt;br /&gt;Long Island Sound could probably survive the addition of a permanent industrial barge the length of four football fields, and fishing boats and pleasure boaters could probably learn to cope with gas tankers, and everyone could probably live with the remote possibility of a big gas explosion on the Sound. But it’s not worth the accumulation of these insults to the Sound and its stressed ecosystem. Natural gas is cleaner than oil or coal but still a globe-warming fossil fuel.&lt;br /&gt;&lt;br /&gt;One crucial caveat remains: By steadfastly opposing this project over the gas industry’s insistence that the region needs it, Broadwater’s critics are committing themselves to bearing the cost of the cleaner, greener way. She had been a lawyer in the Office of the New Mexico Attorney General and with the New Mexico firm of Leubben, Hughes &amp; Kelly. Prior to Alliant Energy, Mr. Moeller worked in the Washington office of Calpine Corporation.&lt;br /&gt;&lt;br /&gt;Mr. Moeller was born in Chicago, and grew up on a ranch near Spokane, Washington.&lt;br /&gt;&lt;br /&gt;He received a B.A. in Political Science from Stanford University.&lt;br /&gt;&lt;br /&gt; &lt;span style="font-weight:bold;"&gt;Jon Wellinghoff&lt;/span&gt;&lt;br /&gt;Commissioner Wellinghoff is an energy law specialist, with over 30 years of experience in the field. Immediately before joining the Commission, Commissioner Wellinghoff was in private practice where focused exclusively on client matters related to renewable energy, energy efficiency and distributed generation. There's a world of  difference between delivering concrete, lumber, steel and fruit to Bridgeport  and building a large scale industrial complex in the middle of the Long Island  Sound estuary. There are currently no gas supply and storage facilities in the  middle of Long Island Sound; Broadwater would be the first and it would be  massive (8 billion cubic feet of storage). There's a coal plant in Bridgeport  but that doesn't make Broadwater a good idea.
